Somerset Low Demand Engagement Center was established three years ago to provide the city with a multi-tiered, multi-programmatic housing facility. This facility, operated by ADCM/LLC, offers a safe and secure environment for individuals leaving the Department of Corrections or the Philadelphia Emergency Shelter System who are in need of temporary or emergency housing.

Somerset provides housing for people who have mental health issues, criminogenic behavior patterns, or co-occuring disorders. Housing is also provided for people who are homeless or sociopaths.

Together with the Philadelphia Sheriff's Office, the Philadelphia Police Department, the District Attorney's Office, and the Department of Corrections, Somerset is dedicated to eliminating chronic homelessness and "curbside occupancy."
