ICTCSERR is organized by the non-profit Project H.O.M.E. and is located in Center City and North Philly. ICTCSERR provides a total of 30 permanent housing units for homeless persons with severe mental illness, substance dependency, or both. The Mental Health Case Management System and the Street Outreach Coordination Center make referrals directly to Project H.O.M.E.
19 of the apartments are sponsor-based single room occupancy (SRO) units, and 11 are sponsor-based efficiency units. All living arrangements are organized as a supportive group-living environment. Residents are required to contribute 30% of their income towards rent. All residents must be drug and alcohol free, and should be in treatment if a prior history of substance abuse exists.
Support services provided by ICTCSERR include volunteer outreach, case management, substance abuse treatment, HIV/AIDS medical diagnostic services, mental health support services, transportation, meals, and clothing.
