A group of Criminal Justice specialists established the ADCM, LLC because they recognized the city's need for housing facilities that would serve a diverse multi-cultural population.

It is also the only African-American owned and operated Correctional Homeless Facility in the Commonwealth of Pennsylvania.

ADCM, LLC's mission is to rehabilitate offenders, homeless people, and the disenfranchised into society so that they may become responsible, independent, and productive citizens.
